GSA Schedule (Multiple Award Schedule)

The GSA Schedule (formally Multiple Award Schedule, or MAS) is the U.S. General Services Administration's primary procurement vehicle for federal commercial purchases. Holding a GSA Schedule contract allows federal agencies to buy from the vendor directly through pre-negotiated terms. Annual federal procurement through MAS: approximately $39 billion across all categories.

Also called: GSA Schedule, GSA MAS, Multiple Award Schedule · Last updated: May 27, 2026 · By Joseph W. Anady

Why it matters.

GSA Schedule is the simplest way for federal agencies to buy commercial products and services. The schedule pre-negotiates pricing, terms, and conditions; agencies place orders against the schedule without needing to run a full RFP. For vendors, holding a GSA Schedule is functionally equivalent to having a federal sales channel — agencies can buy from you with minimal friction.

How it works.

GSA Schedule contracts are awarded under specific Special Item Numbers (SINs) covering categories like IT Services, Professional Services, Office Supplies, Furniture, etc. Vendors apply through GSA's eOffer system, submit pricing proposals, undergo GSA review, and receive a 5-year base contract with three 5-year option periods (20 years total). The process is rigorous — typical award timeline 9-18 months. Smaller vendors can use the GSA FASt Lane program to accelerate award to approximately 3 months.

2026 reality check.

GSA Schedule has been continuously modernized 2023-2025. The Schedule Consolidation Initiative completed in 2020 collapsed 24 separate schedules into the unified MAS. FASt Lane accelerates small-business awards to ~3 months. eOffer interface is more usable than at any point in MAS history. 2026 federal procurement through MAS reached approximately $39 billion across all categories.

Data points

  • GSA Multiple Award Schedule (MAS) consolidated to unified schedule in 2020
  • Annual federal procurement through MAS: ~$39 billion
  • Typical award timeline: 9-18 months (FASt Lane: ~3 months for qualifying small business)
  • Base contract: 5 years with three 5-year option periods (20 years total)
  • Industrial Funding Fee (IFF): 0.75% of GSA sales (paid quarterly to GSA)

First-hand insight from ThatDeveloperGuy.

ThatDeveloperGuy is pursuing GSA Schedule contract registration in 2026 under SIN 54151S (IT Professional Services). The combination of SDVOSB certification + GSA Schedule would give TDG direct visibility to federal IT buyers across all 350+ GSA-approved agencies. The 12-18 month award timeline is the constraint; the post-award sales channel is substantial. We're targeting Q3 2026 award.

How TDG approaches it

TDG's GSA Schedule strategy: SIN 54151S (IT Professional Services) primary, SIN 54151ECOM (Electronic Commerce and Subscription Services) secondary. Application package includes past performance documentation, commercial pricing schedule, capability narrative aligned with NAICS 541511/541512/541519. Target Q3 2026 award. Once awarded, SDVOSB + GSA Schedule combination creates significant federal visibility advantage.

Common mistakes.

  • Underestimating the time investment (typical award 9-18 months, FASt Lane ~3 months)
  • Pricing proposal errors (must be commercial best-customer pricing or better)
  • Failing to maintain SAM.gov registration during the application process
  • Selecting wrong SIN(s) for actual business capability
  • Inadequate past performance documentation (federal-grade past performance preferred)

FAQ.

Is GSA Schedule required for federal contracting?

No — federal agencies can buy outside Schedule via direct procurement, GWAC vehicles, or other means. But GSA Schedule is the easiest path for routine commercial purchases under simplified acquisition thresholds.

How long does GSA Schedule award take?

Typical: 9-18 months. FASt Lane (small business accelerated path): approximately 3 months. Quality of application + responsiveness to GSA queries dramatically affects timeline.

Can SDVOSB firms apply for GSA Schedule?

Yes. SDVOSB + GSA Schedule combination is particularly powerful — federal agencies can find you via both the SDVOSB set-aside path and the GSA Schedule procurement path.

What does it cost to get a GSA Schedule?

Application is free. The investment is time (200-500+ hours of internal labor for documentation) and ongoing compliance (annual sales reporting, IFF fee 0.75% of GSA sales).

How does GSA Schedule pricing work?

Vendors must offer commercial best-customer pricing to GSA (the 'price reduction' clause). If you give a commercial customer a better price, you must offer the same price to GSA agencies.
